Hi Bogdan, Could you confirm if you specified a manager account as your clientCustomerId in your request? If so, then this is the cause why the response is always zero for the two services that you mentioned.
Most of our services such as CampaignService <https://developers.google.com/adwords/api/docs/reference/v201710/CampaignService> and AdGroupService <https://developers.google.com/adwords/api/docs/reference/v201710/AdGroupService> need a clientCustomerId as the client account, and not a manager account. Please use a client account instead and let me know if it works. If this is not the scenario, then kindly provide your SOAP request and response logs via *Reply privately to author* option.
