To resolve this, you will need to apply for basic access via this form <https://services.google.com/fb/forms/newtoken/>. While waiting for approval, you may continue experimenting with the AdWords API using test accounts <https://developers.google.com/adwords/api/docs/guides/accounts-overview#test_accounts> with the current access level of your developer token.
