The Rate limits

applicable irrespective of the access level of the developer token. If 
you're using the BatchJobService 
<https://developers.google.com/adwords/api/docs/guides/batch-jobs> to make 
these changes, then this should take care of the rate limit errors for you. The 
speed at which a batch jobs will complete could depend on various factors. The 
major advantage of using Batch jobs is that they can send many operations 
at once and the API will automatically handle retrying and rate limiting 
logic for them. Based on the size of the operations, it might take a 
significant amount of time. Please take a look at some of the best practices 
<https://developers.google.com/adwords/api/docs/guides/batch-jobs#best_practices>
 while 
working with the BatchJobService. 

As for your concern, you're right. BatchJobService currently does not 
support AdParamService. Please keep an eye out on our blog
