Hi Jikai, The Installs metric is not yet supported in the Campaign Performance Report <https://developers.google.com/adwords/api/docs/appendix/reports/campaign-performance-report> as well as the other report types <https://developers.google.com/adwords/api/docs/guides/mobile-app-campaigns#reporting> that supports UAC campaigns. Please follow our blog <http://googleadsdeveloper.blogspot.com/search/label/adwords_api> to receive updates on if and when this will be available.
In regards to the differences between the values of Conversions and Installs metrics, I assume that you were able to check this via the AdWords UI. Since this concern is more on the AdWords product level, then I suggest to post your concern in the AdWords Community Forum <https://www.en.advertisercommunity.com/t5/Google-AdWords/ct-p/Google_AdWords#> as their team can better assist you on this.
