Hi Mohit, You may refer to this section <https://developers.google.com/adwords/api/docs/guides/negative-keywords-shared-sets#shared_sets> of our negative keywords guide to choose which service you wish to use to associate the negative keywords to either the client or manager account level and also to this section <https://developers.google.com/adwords/api/docs/guides/negative-keywords-shared-sets#creating_shared_sets> for the sample code. Additionally, in your properties file, if you wish to associate it to a manager account, you will need to specify an MCC account ID as the value of your clientCustomerId. Let me know if this helps.
