If you perform an ADD operation to an existing criterion, the bid will be set according to the bidModifier <https://developers.google.com/adwords/api/docs/reference/v201702/AdGroupBidModifierService.AdGroupBidModifier#bidmodifier> value from the request. Could you share us the SOAP request and response logs, so I can take a look? Please use *Reply privately to author* option to share the details.
