Based on your SOAP logs, you should use the userInterestId <https://developers.google.com/adwords/api/docs/reference/v201710/AdGroupCriterionService.CriterionUserInterest#userinterestid> instead of the id field because this is a required field when using the CriterionUserInterest <https://developers.google.com/adwords/api/docs/reference/v201710/AdGroupCriterionService.CriterionUserInterest> object. Also take note that you should use the BiddableAdGroupCriterion <https://developers.google.com/adwords/api/docs/reference/v201710/AdGroupCriterionService.BiddableAdGroupCriterion> as your operand instead of the AdGroupCriterion <https://developers.google.com/adwords/api/docs/reference/v201710/AdGroupCriterionService.AdGroupCriterion>. You may check this sample code <https://developers.google.com/adwords/api/docs/samples/python/basic-operations#add-keywords> (also available in other languages) for reference.
