Hi Yang, A single job in BatchJobService <https://developers.google.com/adwords/api/docs/reference/v201710/BatchJobService> can operate against a mixed collection of campaigns, ad groups, ads, criteria, labels, and feed item for a single account under the MCC. You can not push operations for all accounts in a single batch job. For more information please check this guide <https://developers.google.com/adwords/api/docs/guides/batch-jobs>.
