The EntityNotFound.INVALID_ID 
<https://developers.google.com/adwords/api/docs/common-errors#EntityNotFound.INVALID_ID>
 error 
means that the ID that you are referencing in your request is not existing 
in your client account. For your scenario, it seems that the criterion ID 
is not existing or is removed from your account. However, so I can further 
check this, can you provide to me your complete SOAP request and response 
logs via *Reply privately to author* option?
