In order to get what you're asking for, you would need the BudgetOrderService <https://developers.google.com/adwords/api/docs/reference/v201802/BudgetOrderService>. However, there's a catch. It's only supported in the API if you have consolidated billing set up. Otherwise, that information can't be retrieved through the API. I've already put in a feature request to make this supported for all other kinds of billing in the future because I think that would be helpful.There isn't a date as to when something like that would be available.
