Hi, You can get the "Billing & payments" information via the BudgetOrderService <https://developers.google.com/adwords/api/docs/reference/v201802/BudgetOrderService> if your account is being set-up for consolidated billing <https://support.google.com/adwords/answer/2375371>. You can check this guide <https://developers.google.com/adwords/api/docs/guides/budget-order> for more information regarding budget orders.
If consolidated billing has not been set-up yet, then currently, the billing information (e.g. like the status of your budget) is not retrievable on any of the AdWords API services.
