You could use the geotargets table 
<https://fusiontables.google.com/DataSource?docid=1Jlxrqc1dU3a9rsNW2l5xxlmQEKUu0dIPusImi41B#rows:id=1>
 to 
check the criteriaId of the city that you want to filter. Then, you could 
set that criteriaId as the value for the CityCriteriaId 
<https://developers.google.com/adwords/api/docs/appendix/reports/geo-performance-report#citycriteriaid>
 attribute 
to filter your Geo Performance Report 
<https://developers.google.com/adwords/api/docs/appendix/reports/geo-performance-report>.
