Regarding your concern, you can generate the Campaign Location Target Report <https://developers.google.com/adwords/api/docs/appendix/reports/campaign-location-target-report> and use either the CampaignId <https://developers.google.com/adwords/api/docs/appendix/reports/campaign-location-target-report#campaignid> or the ExternalCustomerId <https://developers.google.com/adwords/api/docs/appendix/reports/campaign-location-target-report#externalcustomerid> fields as filters.
