The answer to my question was simple - Ad Groups didn't come in Adwords Report as they had empty Clicks and Impressions:
Hi Oksana, The performance (clicks, impressions) stats are not available for ad group id 57966777499 and 57966777259 so they are not coming in the Adgroup performance report <https://developers.google.com/adwords/api/docs/appendix/reports/adgroup-performance-report>. To include zero impressions in your report output, you will need to set the includeZeroImpressions HTTP header to true. For more information please refer to this guide <https://developers.google.com/adwords/api/docs/guides/zeroimpression-structure-reports#zero_impression_stats_in_reports>.
