Hi Charles, AdWords API does not support the feature of a quota counter. I am afraid that you have to implement this on your end. You could refer to the rate limits <https://developers.google.com/adwords/api/docs/guides/rate-limits> documentation for further details.
As for the time of quota reset, it would depend on the scope of the rate limit you encountered. If you have exceeded the number of operations allowed per day for your assigned access level (basic access), then it would take a day for it to reset. If you exceeded the rate limit of your account, then it would depend on the error documentation provided for that specific error retryAfterSeconds. Let me know if you have further clarifications.
