Hello Andrew, If you did not add Language <https://developers.google.com/adwords/api/docs/reference/v201806/TrafficEstimatorService.Language.html> and Location <https://developers.google.com/adwords/api/docs/reference/v201806/TrafficEstimatorService.Location> criteria while querying TrafficEstimatorService <https://developers.google.com/adwords/api/docs/guides/traffic-estimator-service> and this is for a new campaign then it will default to all languages in all countries and territories, and Google search. If it is for an existing campaign then the current targeting on that campaign will be used. You could refer to this guide <https://developers.google.com/adwords/api/docs/reference/v201806/TrafficEstimatorService.CampaignEstimateRequest#criteria> to know more about criteria target on the TrafficEstimatorService.
