I hope this will help you out. If you are facing any issue with targets, please share the SOAP request and response <https://developers.google.com/adwords/api/docs/guides/call-structure#response> logs along with the client customer id so that I can troubleshoot the issue. You can chose 'Reply privately to author' option while responding.
