Hi there, By blocked IP function, do you mean IpBlock <https://developers.google.com/adwords/api/docs/reference/v201809/CampaignCriterionService.IpBlock>? If so, it is a Criteria for a campaign. Therefore, you will need to enter it for a campaign under a non-manager account. However, please note that this criterion is not yet available in Google Ads API but Google Ads API will eventually attain feature parity with AdWords API. Please keep an eye on the blog <https://ads-developers.googleblog.com/search/label/google_ads_api> for future releases. Please refer this section of guide <https://developers.google.com/google-ads/api/docs/fields/campaign_criterion> for the list of available campaign criterion.
