Hello Esteban, Unfortunately, AdWords API does not have any such kind of services to expose the features of the accounts. You could keep an eye on our blog <https://ads-developers.googleblog.com/>, whenever a feature is made available to everyone and information related to the new features will be announced in the blog posts.
The ACTION_NOT_PERMITTED <https://developers.google.com/adwords/api/docs/reference/v201809/LabelService.OperationAccessDenied.Reason> error occurs when you try an Unauthorized invocation of a service's method (get, mutate, etc.). However, to investigate further on this issue please share the SOAP logs(request and response) of the operation performed. You could use reply privately to the author option while sharing the data.
