Hi Max, Yes, you are right. It will take 6-12 hour to populate the list. For more information, please refer to this guide <https://developers.google.com/adwords/api/docs/guides/remarketing#customer_match_considerations>. If you are facing any issue while populating the list, please share the SOAP request and response along with the client customer id so that I can troubleshoot the issue. You can use 'Reply privately to author' option while responding.
