Hi David, Unfortunately, there is currently no feature or service in the AdWords API that may allow you to distinguish whether an account's status is active or inactive. You may follow our blog <https://ads-developers.googleblog.com/search/label/adwords_api> for any announcements if and when such a feature will be made available in future versions.
For filtering accounts with no cost, you can use the "Cost <https://developers.google.com/adwords/api/docs/appendix/reports/account-performance-report#cost> = 0" as filter.
