In the AdWords API, you can generate the Budget Performance Report <https://developers.google.com/adwords/api/docs/appendix/reports/budget-performance-report> and you can refer to our reporting <https://developers.google.com/adwords/api/docs/guides/reporting> guide and these examples <https://developers.google.com/adwords/api/docs/samples/java/reporting> (also available in other languages) on how to accomplish this.
