I have done a comparison between the keyword planner and the adwords api results.
When you search the keyword "hola" (filtered with spain location) in keyword planner, you get the suggested bid: €0.46 But when you use the google adwords api (filtered with spain location), you get an average CPC of 309151 ~= 0.31$.
