Hi Ken, Setting the targeting setting of an audience to Observation is not yet supported in the API. You can only do this currently in the UI as you can see in this guide <https://support.google.com/google-ads/answer/7374253>. Kindly follow our blog <https://ads-developers.googleblog.com/search/label/adwords_api> to receive any future updates on if and when this feature will be supported.
