Hi, I'm afraid that there is no other service available that you could use in conjunction with the TrafficEstimatorService to do a large jobs because the BatchJobService <https://developers.google.com/adwords/api/docs/reference/v201809/BatchJobService> does not support it. Also, you may take note that there is a limit of 2,500 keyword estimates per request which is stated on our system limits guide <https://developers.google.com/adwords/api/docs/appendix/limits#traffic-estimator> .
However, one of the simplest ways to recover from the RateExceededError is to slow down your request. You could use the value of the RateExceededError.retryAfterSeconds as the interval when retrying your request again to further avoid the error.
