Hi, You should be able to link a test client account to a test manager account using the ManagedCustomerService.mutateLink() <https://developers.google.com/adwords/api/docs/reference/v201809/ManagedCustomerService#mutatelink> as stated in this guide <https://developers.google.com/adwords/api/docs/guides/accounts-overview#linking_accounts>. So I can further investigate, you may send to me the complete SOAP request and response logs generated when you encountered the error.
You may send the logs via the *Reply privately to author* option.
