Hello, Please note that, some countries or territories are not targetable in AdWords but may appear in reports based on the user's area of interest or physical location. Looks like the Ids mentioned belongs to the restricted territories mentioned here <https://support.google.com/adwords/answer/6163740> since the details are not present in Geo-targeting files but CountryCriteriaId is shown on your report. Unfortunately, we don't have a workaround to map the locations of those ids missing from Geo targets table.
