You can take a look Alerting Framework <https://developers.google.com/adwords/api/docs/demo-apps/> to implement alert at your end. Through the API reports, you can get the approval status of your Ad by using CombinedApprovalStatus <https://developers.google.com/adwords/api/docs/appendix/reports/ad-performance-report#combinedapprovalstatus> field of the Ad Performance Report <https://developers.google.com/adwords/api/docs/appendix/reports/ad-performance-report>.
