Hi There's no need to encode the value of your StringRuleItem <https://developers.google.com/adwords/api/docs/reference/v201809/AdwordsUserListService.StringRuleItem> when creating RuleBasedUserList <https://developers.google.com/adwords/api/docs/guides/remarketing#remarketing_with_rule-based_user_lists>. However, you may take note that for URL/Referrer URL, value can not contain illegal URL chars such as: "()'\"\t". Also, yes, you could follow the link that you provided to fix the common formatting issue if you're using custom parameters.
