Hi Zhang, Yes, this is an expected behavior. Impression <https://support.google.com/google-ads/answer/6320?hl=en> is counted each time your ad appears on Google or the Google Network, it's counted as one impression, while a Click <https://support.google.com/adwords/express/answer/2569608?hl=en> is counted when someone tries to reach your site by clicking your ad, even if the person doesn't reach your site or if your site is temporarily unavailable.
That said, an ad can have one impression and at the same time multiple clicks. To be more sure, can you send the report definition <https://developers.google.com/adwords/api/docs/guides/reporting#create_a_report_definition> via *Reply privately to author* so we can further check?
