The RangeError.TOO_LOW
<https://developers.google.com/adwords/api/docs/reference/v201710/BudgetService.RangeError.Reason#TOO_LOW>
means
that the value is too low than the minimum allowed for this field. This
error occurs mostly when we do not specify an ID, which results in a value
of 0 being passed in. Could you please enable logging
<https://github.com/googleads/googleads-php-lib#logging> and share with us
the API SOAP logs, so I can take a look? You can reply back via Reply
privately to author option.
