In order to block IP addresses, you may use
CampaignCriterionService.mutate()
<https://developers.google.com/adwords/api/docs/reference/v201809/CampaignCriterionService#mutate>
and set the criterion of NegativeCampaignCriterion
<https://developers.google.com/adwords/api/docs/reference/v201809/CampaignCriterionService.NegativeCampaignCriterion>
object to IpBlock
<https://developers.google.com/adwords/api/docs/reference/v201809/CampaignCriterionService.IpBlock>.
You may refer to the Java code sample in this link
<https://github.com/googleads/googleads-java-lib/blob/master/examples/adwords_axis/src/main/java/adwords/axis/v201809/targeting/AddCampaignTargetingCriteria.java#L208-L218>
