You could use the KeywordPlanIdeaService
<https://developers.google.com/google-ads/api/reference/rpc/google.ads.googleads.v0.services#google.ads.googleads.v0.services.KeywordPlanIdeaService>
of
the Google Ads API which is the equivalent of the TargetingIdeasService
<https://developers.google.com/adwords/api/docs/reference/v201809/TargetingIdeaService>
from
the AdWords API to generate new keywords ideas.
