You will only see the *API Center* on a production (non-test) manager
account (see the sign up instructions
<https://developers.google.com/adwords/api/docs/guides/accounts-overview#developer_token>).
The link you mentioned below will create a *test* manager account that you
can use for testing out the API.

I've just spent about an hour trying to setup the test account. It doesn't
work.
Even though the page says it's for the creation of test accounts ("Welcome
to AdWords manager accounts (Test Account)") and the button at the bottom
of the page also reads "Create a test account", two things happen when I
hit the button:

2. I am being redirected to page for creation of production client account (
