Hi Ales,
On the AdWords API perspective, if what you want is to fetch the access
level of specific OAuth token based on this link
<https://support.google.com/google-ads/answer/1704346?hl=en>, I'm afraid
that this is currently not supported via AdWords API.
Other way to know the access level is too check it in UI by navigating to
*TOOLS->SETUP->Account
access *search for the particular user accounts which you want to know.
