Hello, I have a question 1) about new Billing classes in Ads API (not Adwords API). Link : https://developers.google.com/google-ads/api/docs/billing/billing-setups I cant find any info, whether new Billing API is open for all developers, or you need to be whitelisted for consolidated billing (the same as old AdWords API rule).
2) when 1) is open to all, can someone provide a sample, how to create new billing setup in PHP?
