You can use the BatchJobService

to
update all your ad groups' bids, since the AdGroupBidModifierOperation
<https://developers.google.com/adwords/api/docs/reference/v201809/AdGroupBidModifierService.AdGroupBidModifierOperation>
is supported
<https://developers.google.com/adwords/api/docs/guides/batch-jobs#supported_operations>
for
