I'm afraid that the average CPC information is currently not available in
the KeywordPlanHistoricalMetrics
<https://developers.google.com/google-ads/api/reference/rpc/google.ads.googleads.v1.common#google.ads.googleads.v1.common.KeywordPlanHistoricalMetrics>
of
the KeywordPlanIdeaService. You may follow our blog
