An unapproved and test access developer token can be used to make calls against a test account. You will need a Basic access token which can be applied by submitting this form <https://services.google.com/fb/forms/newtoken/> to make API calls against a Production account. The API Compliance team will get back with a response within two business days, once the form is submitted.
