Could you confirm if my understanding is correct that you wish to trigger a 
request using the Google Ads API whenever your third party app (activemq) 
receives a message? If yes, then I can only comment in the Google Ads API 
perspective.

That said, you can refer to our many examples (available in different languages 
through the Github) on how to code a mutate request (ex. AddCampaigns, 
CampaignService mutate request) from preparing the credentials to setting up 
the objects that you will pass in your request.

You may also refer to our Call Structure and API Call Example guides. I hope 
this helps.
