What is the correct behavior to setup billing? As per this page, Billing Setups can only be created by customers who have permission to setup billings. You may contact a representative for help in setting up permissions. Does my MCC has to be Consolidated Billing in order to use billing operations? Normally, Consolidated Billing is required in order for you to complete your billing setup. Could you kindly try and complete the setup for Consolidated Billing, and see if the issue persists? Will this Status of Pending be approved automatically? I'm afraid I cannot comment on whether pending Billing Setups will be approved automatically. You may however, track the status of Billing Setups using this page as a guide.
