Hi Dima, If you are using the reports, you can use the Keyword View and include the ad_group_criterion.serving_status field in your request and filter using the RARELY_SERVED value.
If you are using the services, you can filter your keywords using the CriterionSystemServingStatus field together with the RARELY_SERVED (Low search voume) value using the AdGroupCriterionService.
