Both are positively targeted locations for your campaign, which means both 
locations will be targeted. Assuming Noida is a part of India, then targeting 
Noida would be rather pointless as this is already under the scope of the 
country "India". However there are some instances where this will be of use.

1.) If you need the Noida city to have a separate ad setting. However, this 
should be done on a separate campaign or ad group.
2.) If you use Noida as a negative targeted location. Then the whole India 
would be targeted except for Nodia.
