You can either use the TopOfPageCpc field of Criteria Performance Report and Keywords Performance Report to get the estimate of the CPC bid required in order to show your ad on the top of the first page of search results. Then, you may now change the max CPC based on the returned value. Moving forward on setting the bids, you may then follow this guide for setting new bids based on the returned value of TopOfPageCpc field. Let me know if this will helps.
