The DEVELOPER_TOKEN_NOT_APPROVED error occurs when you are using an unapproved 
developer token to make API calls against production account. You can only use 
the unapproved and test access developer token to test account in making API 
calls. Since you mentioned that you only have a test account access in your 
developer token, I would recommend you to request a basic access to your 
developer token by filling up this form. The API Compliance team will get back 
with a response within two business days, once the form is submitted.

If the error persists after the 'basic access' request has been granted and 
tried to re-execute the API call, you could provide the customer ID and the 
complete SOAP request and response logs via Reply privately to author option so 
I can take a closer look.
