Hi Guofu, In the AdWords API, what is available is the ability to retrieve a specific MCC's sub-accounts using the ManagedCustomerService.get() method. However, the returned ManagedCustomer (account) does not contain any status information.
Additionally, if what you meant by fraud accounts is inactive accounts, then based on this blog post, such accounts would no longer be returned. Also, if you indeed meant finding accounts with a 'Fraud' status, then I'm afraid that this is not available as such a status is not supported in any of the AdWords API's services or reports.
