I am able to access the domain "adwords.google.com". Please try using a incognito window/avoid using proxy. Also can try to ping from command line to see if it is the issue with the browser or with the internet itself. If ping is not working then try to connect to a different network/computer to check further. The final URL and Expanded URL are not even accessible to me. The error mentioned that "The Amazon CloudFront distribution is configured to block access from your country" So, you have to contact CloudFront to troubleshoot this. Please contact them for further help.
