Thank you for reaching out. The SharedCriterionService exists in Google Ads as well. You need to set the SharedSetType of your SharedSet as NEGATIVE_KEYWORDS or NEGATIVE_PLACEMENTS for a negative list. This guide is useful for mapping services from AdWords API to Google Ads API.
