Regarding the message property CriterionCategoryLocaleAvailability found here <https://developers.google.com/google-ads/api/reference/rpc/google.ads.googleads.v1.common#criterioncategorylocaleavailability>, are the 'country_code' and 'language_code' properties relevant to the country and language codes being targeted by the campaign, or relevant to the customer account's location and language preference?
