Shopping ad is different from the dynamic remarketing display ad. When you create a new shopping ad, it doesn’t become dynamic remarketing automatically. You need to have a Remarketing List to set up such a campaign. If you would like to use dynamic remarketing on shopping ad you could use the Smart Shopping ad instead.
